E-Rate Form 471 Workshop Info (01-19-2010)

 

 

It would be great if the 471 attendees could have the two attachments before they come to the session.

The one on Preparation lists documents and information 471 attendees should bring to the session so that they will be ready to work on their own form that day. It not only lists what they should bring, but it also goes over each line of a 471 discussing what information is needed.

The second document is a set of screen shots from the Item 21 On-Line process. If we have time at the end of the 471 session, we may go over submitting the Item 21 information on-line. Doing so has greatly speeded up the Program Integrity Assurance review process.

The above document identifies the documents and information needed to complete a Form 471. It also contains a table listing each line of a Form 471 and the information required to answer it. Please review.

 

We encourage you to attend and participate even if it hasn’t been 28 days since you submitted the Form 470. Bring information about tarrifed, month-to-month services, and continuing contracts. Often that information lives in last year’s Form 471. You can start a 471 to be submitted and certified at a later date.

 

The attachment regarding On-Line Attachments is a set of screen shots showing the steps involved in submitting the Item 21 Attachments on-line. Submitting on-line attachments speeds the review process. You may or may not be requested to submit supporting paper documentation. However, keep the documentation on file for auditing purposes.

We (LTC Directors and ISBE) had a conference call last week with i-Safe CEO & their marketing person.  The conversation was about how their "sales pitch" to Illinios school districts was giving the impression that they (i-Safe) was "the only game in town AND mandated curriculum" and that their cirrriculum was also "E-Ratable".  They stated that they were sorry and apologized for any mis-understandings concerning this matter. They are NOT the only provider of this cirriculum and that as of this moment - is not "E-Ratable".

One word of caution to districts that I would share is that the FCC has not yet provided rules or guidance regarding the legislation (Not yet at law) regarding the change to CIPA from October 2008.  USAC is still saying the CIPA compliance to date remains under the older version of the law and that until official guidance is handed down from the FCC they will not expect a change in CIPA at the applicant level.  There is not requirement to purchase such a package.  “Local Control”

 

It is unclear to us how/why i-safe is marketing this package without the guidance at this point.

Disclosure Of Student Information

 

If there is a district that is concerned about the full/open disclosure of student information on a district website (information that is not protected by a password such as family access or skyward) then I would share this information with them encourage them to take it to their district advisory council or committee for further discussion or clarification.

In reference to the “CIPA Policy,” If you are referring to a district’s “Acceptable Use Policy”.  This is where you might guide a district on such a distinction. Internet Safety Policy’s are to be written as part of a district’s Acceptable Use Policy to comply with CIPA.  Please note the guidance from the FCC on the matter: http://www.usac.org/sl/applicants/step10/cipa.aspx

 

 

Helping a district to understand the difference between CIPA compliance and COPPA compliance can perhaps be phrased this way:

§         When thinking about CIPA, you are asking the question, what measures are in place to protect a child using the Internet?

§         When thinking about COPPA, you are asking the question, what measures are in place to protect the child (or any identifying information about a child) who appears on the Internet? 

 

Compliance with both laws is the responsibility of the district.

Mid-Course Correction

IF there are major changes in funding and IF those changes impacts the E Rate portion in any way, then you need a Mid-Course correction.

I would say that IF you are a district maybe is thinking that you might need a Mid-Course correction, call Faith Bishop @ 217-557-7323. She will have to open up your plan.

 

Annual Review

Minor changes to an approved TIP do not necessitate access to the template. A locally developed tech plan addendum will suffice to document or explain minor changes to contact information, assessment tools or data information within an approved plan.
